Additional Property Attributes

The site is the former city crime lab, which was constructed in the 1990s but was decommissioned after flooding in 2005 following Hurricane Katrina. The building was demolished in 2009, and the site has been vacant since that time. The City is requested a Phase I ESA under LDEQ's TBA program to identify any environmental concerns associated with the site or surrounding sites, which was completed in November 2023. The Phase I ESA identified RECs associated with historical uses of the site including auto repair and dry-cleaning operations, as well as concerns of historical dry-cleaning operations on an adjoining site. The City of New Orleans is currently working with LDEQ to move forward with the PII ESA to further assess the identified RECs and environmental conditions of the site.

The City plans to lease the property to the New Orleans Redevelopment Authority (NORA), who plans to work with a developer to redevelop the site into affordable housing units, which are desperately needed as the city's homeless population has increased since the Covid pandemic. The project will provide housing units but also be a service location for persons experiencing homelessness and those persons with severe and complex disabilities. Permanent supportive housing is planned at the site which will include supportive services such as therapy, medical, and workforce services. The site is on the Tulane Corridor, which is a historic entrance to the city of New Orleans' downtown. The location of the site provides transit and easy access to the Central Business District and the historic French Quarter.
