Additional Property Attributes

The site was occupied by Schillinger Bros, Contractors of Patent Asphalt and Cement Pavements, from at least 1891 through 1916; a coal and coke yard from at least 1922 through 1946 (with acetylene production from at least 1925 until 1932); and a motor freight terminal, truck filling station with underground storage tanks (USTs), and service garage from 1954 through at least 1976. During the Phase I and II PAs, the site included three buildings - a freight terminal building and two service garages. The
terminal building was vacant in 1973 and 1979, occupied by a package delivery service from at least 1985 until 1990, and occupied by an automotive parts recycling operation in 2004. The service garage buildings have been used for various uses since 1976, including automotive repair, a taxi service, a towing service, and a solid waste disposal
service. A rail spur has been located on the northeastern portion of the site since at least 1895.

The MCA calculations were revised based on the updated VAP Standards as part of this Workplan to determine whether, in combination, the concentrations on site would pose an unacceptable risk for a commercial/industrial land use or for Construction/Excavation Activities. The new MCA results indicate the site will not exceed the hazard index of 1 for non-carcinogens or the 1x10-5 target risk goal for carcinogens for Commercial/Industrial Land use and Construction/Excavation Activities if the area of IA4 (Rail Spur) is removed.
