Additional Property Attributes

The site consists of approximately 3.0 acres of vacant land located at SW Quadrant of NW 21st Street & NW 21st Avenue in Ocala, Marion County, Florida. The site is identified by Marion County Property Appraiser Parcel No. 21943-000-01. The site is unimproved with densely wooded undeveloped land.

Historical sources reviewed as part of this assessment indicate the site has been vacant since as early as 1940, however, an 1895 topographic map depicts two structures within the site area. Although the site has remained vacant for over eighty years, adjoining property to the south and east of the site was occupied by commercial structures including a charcoal plant, known as Royal Oak, from approximately 1975 to 2018. The structures associated with the plant were razed in 2018. The current site was previously part of the parcel 21943-000-00.The north adjoining properties, with associated Parcel Nos. 21448-000-00 and 21385-001-01 were occupied by a municipal golf course from approximately 1964 to 2019. The south and east adjoining properties, with associated Parcel No. 21944-000-00, were occupied by commercial structures including a charcoal plant from approximately 1975 to 2018. The structures associated with the plant were razed in 2018 and the land has been vacant until 2022, at which municipal community center (Mary Sue Rich Community Center at Reed Place) was constructed south of the site. The property has been owned by the City of Ocala since 2018.The west adjoining properties, with associated addresses 2100 NW 21st Street and 1988 NW 21st Street have consisted of residential property from 1973 to present-day.

Ground Water Contamination
The site was identified on the GW CONTAM database based on its proximity to a list of areas of known groundwater contamination. According to the FDEP, 38 counties have been delineated primarily for the agricultural pesticide ethylene dibromide (EDB). The FDEP further stated that permitted water wells in these areas must meet specific well construction criteria and water testing prior to use. This dataset only indicates the presence or absence of specific groundwater contaminants and does not represent all known sources of groundwater contamination in the state of Florida. According to the FDEP's Ground Water Contamination Areas GIS map, an EDB plume is depicted on the site. According to data obtained from the Florida Department of Health, a private potable water well approximately 450-feet northeast (PLUWID: 420004301) on the former Pine Oaks Golf Course and a residential well approximately 0.33-miles southwest (420074401) were sampled in 1983 and 1996, respectively. Both of these wells had ethylene dibromide (EDB) exceedances above the respective GCTL. This listing is considered a REC. Based on the scope of services, limitations and conclusions of this assessment, Terracon recommends additional investigation to evaluate subsurface conditions associated with the identified RECs.

On May 7 through May 8, 2024, three temporary monitoring wells were installed and sampled, based on the ESA findings, soil was not investigated as part of this scope of work, and the goal was to assess groundwater onsite within the interval of which it is first encountered to support future commercial development and grant planning efforts. EDB groundwater impacts were not identified within analyzed samples of the shallow groundwater encountered at the samples on site.
