Site Description and Use
The site consists of ten contiguous parcels that total approximately 2.75-acres of vacant land located on the north side of NW 17th Place in Ocala, Marion County, Florida. The parcels are further identified by Marion County Property Appraiser Parcel Nos. 21939-003-00, 21939-003-01, 21939-003-02, 21939-003-03, 21939-003-04, 21939-003-05, 21939-003-06, 21939-003-07, 21939-003-08 and 21939-003-09.

Historical Information
Historical sources reviewed as part of this assessment indicate the site has been developed with residentials properties since the 1950s. The homes on the site were razed between 2010 through 2015 and have remained vacant land since that time. The western and northern adjoining property was occupied by commercial structures including a charcoal plant from approximately 1975 to 2018. The structures associated with the plant were razed in 2018 and the land has been vacant until 2022, at which time a municipal community center (Mary Sue Rich Community Center at Reed Place) was constructed on the western portion of the property. The properties to the north-northeast also consisted of undeveloped land until the mid-1950s when they were redeveloped with industrial facilities and residential properties. The industrial operations increased over time and in the 1990s the site's charcoal operations were also depicted on the northeastern properties. Once the charcoal manufacturing operations ceased in 2006, less activity was noted on the properties from 2007 until the present. The northeastern property is currently occupied by a pallet manufacturer. The site is adjoined to the east by residential properties that have been developed since the 1950s. The site is adjoined to the south by NW 17th Place followed by residential properties, which have been developed since the 1970s.

Previous Environmental Reports

Phase I Environmental Site Assessment (ESA), Phoenix Heights Subdivision, NW 17th Place and NW 18th Street, Ocala FL, Greenman-Pedersen Inc. (GPI), June 2015, prepared for the City of Ocala Growth Management Department : The 2015 GPI Phase I ESA depicted the site as vacant land that had previously been developed with single family residential homes. The 2015 GPI Phase I ESA referenced a previous Phase I ESA in the report which was conducted in May 2008 on behalf of Habitat for Humanity. The 2008 Phase I ESA identified RECs associated with the western adjoining charcoal facility operations and the northeastern scrap metal facility operations. The 2008 Phase I ESA also mentioned a sinkhole was located on the western adjoining property which could provide a possible hydrologic pathway for contaminants to migrate into the groundwater. Based on these RECs a Phase II ESA was conducted in July 2008 to assess the onsite soil and groundwater. The 2008 Phase II ESA collected four surface soil samples, four subsurface soil samples and four groundwater samples on the site and analyzed them for VOCs, SVOCs and RCRA metals. The analytical results did not indicate surface soil constituents above the residential soil cleanup target levels (SCTLs) and no groundwater exceedances were identified above applicable groundwater cleanup target levels (GCTLs). The four subsurface soil samples did identify arsenic, barium and chromium above their respective residential SCTLs. The 2008 Phase II ESA recommended that appropriate health and safety measure be instituted during ground intrusive activities to limit worker exposure to subsurface contamination. The 2015 GPI Phase I ESA identified the western adjoining charcoal facility as a REC based on its historical operations, documented subsurface contamination, previous hazardous waste storage and its proximity to the site.
