Additional Property Attributes

The Property is comprised of 7.42 acres of commercial/industrial land located between Blennerhassett Avenue and Washington Boulevard. The Property is accessible from the west via an access drive from Blennerhassett Avenue through Civitan Park and from the north adjoining property parking lot. The Property is primarily vegetated with weeds, grass, trees, and brush along the perimeter of the Property and along the swale traversing the Property in a north-to-south direction. The City of Belpre uses the Property as a staging area for materials, and large piles of wood with debris are also located on the southwest portion of the Property, which the City of Belpre previously used as a composing area. An approximately 3,000-gallon AST is located on the north portion of the Property that is associated with an oil well located on the north adjoining property. The City would like to develop the property to support other City operations. [2:27 PM] Powell, Shelby
Soil conditions at the Property currently meet the commercial/industrial and excavation direct contact standards. Concentrations of arsenic and chromium are above the residential land use direct contact standards in two locations, SB-3 (6-8') and SB-8 (3-4'); however, the current use of the Property is commercial (city property) and the intended use of the Property is commercial (continued use as city property). No further soil investigation is recommended. Tetrachloroethene was detected in one location W-1 (SB-1) that exceeded the VAP GUPUS. Two municipal water wells are located on the property. Additional investigation would be needed to evaluate the extent of the impacted groundwater and potential impacts to the municipal water wells.
