Additional Property Attributes

The Property is approximately 0.223 acre in area and consists of one parcel of land located on the south side of West Second Street. The Property is currently developed with one approximately 7,566 square-foot, single-story vacant commercial building with a basement under the northern portion. From at least 1884 to the early 1920s, the Property was a portion of the Miami and Erie Canal. The canal was in the process of being filled by at least 1921, and the area was vacant after the canal was filled. By the mid-1940s, the Property was developed with one single-story commercial building occupied by a pressing and dry-cleaning business. An addition to the original building was constructed to the south/southeast by the late 1950s. Occupants of the Property building have included: Deluxe Cleaners, Inc. (1962-1971), Deluxe Drive-In Cleaners (1973-1977), and Deluxe Cleaners and Deluxe Draperies and Interiors (2000-2019). The building has been vacant since 2019. Dry-cleaning equipment and miscellaneous clothing and supplies remain in the Property building. oil conditions at the Property currently appear to meet the commercial/industrial direct contact standards with the exception of mercury encountered at a concentration above the VAP GDCS for Commercial/Industrial Land Use and Construction/Excavation Activities in one soil sample (2022 Phase II SB-2; southern Property boundary) at a depth of eight to ten feet bgs. Concentrations of several VOCs, PAHs, and metals are above the residential land use direct contact standards; however, the current use of the Property is commercial and the intended use of the Property is commercial (paved parking lot); however, a multiple chemical adjustment (MCA) would be needed to verify that the Property requires no remediation for commercial/industrial land use. An Environmental Covenant (EC) restricting the Property to commercial/industrial land use would be required. If the intended Property use changes, additional remediation would be required for the residential direct contact pathway to be eliminated. Mercury was detected above the commercial/industrial and construction/excavation GDCS and TCE was detected above the construction/excavation GDCS. Therefore, a Risk Mitigation Plan (RMP) would be needed to address these pathways. Previous investigations indicated that groundwater at the Property was impacted above the GUPUS and U.S. EPA VISL Target Levels. The groundwater sample concentrations from the monitoring wells installed adjacent to the Property boundaries identified that impacted groundwater (above VAP GUPUS and/or U.S. EPA VISL Target Levels) has migrated off-property. An EC prohibiting the use of groundwater on the property would be needed to eliminate the groundwater ingestion pathway on the Property. However, additional investigation would be needed to evaluate the off-property extent of the impacted groundwater. Because the detected soil, groundwater and sub-slab concentrations are above the U.S. EPA VISL Target Levels, a vapor mitigation system would be required for any on-property buildings. However, additional sub-slab vapor sampling/soil gas sampling is needed to further evaluate the potential for off-property migration.
