The property is mostly vacant with a portion of the site used for welding operations and storing RVs; the property includes a large abandoned manufacturing building, a vacant refrigeration building, a vacant office building, several aboveground tanks of various sizes, and a variety of abandoned outer structures. This property is the former home of the Red Star Yeast Plant and has been used for a variation of industrial practices over the years. Environmental concerns are associated with processes and chemicals used during historical industrial operations, as well as lead-based paint and asbestos in building materials based on the age of the structures. A Phase I ESA was conducted under LDEQ's TBA Program, which identified recognized environmental conditions (RECs) associated with historical site operations, as well as business risks including potential lead-based paint and asbestos containing materials. A Phase II ESA is being conducted under LDEQ's TBA Program to further assess the RECs and business risks identified in the Phase I ESA.

Plaquemines Parish is working with the current owners to begin environmental assessment under LDEQ's TBA Program to position the property for redevelopment including utilizing the existing structures if possible. With the growing Belle Chasse community, revitalization of this blighted site across the highway from the local high school would help address the issue of commercial vs. housing space. The reuse would also inspire investment in the community, provide a tax surplus, encourage employment opportunities, reduce environmental impact on the community, reduce the amount of waste in landfills, and protect valued green space in the area. This site has been in Belle Chasse for over 50 years and was a major contributor to the growth of the City. It is vital that Plaquemines Parish keep this historical building.
