Additional Property Attributes

This 13.29 acre multiparcel tract of land is currently owned by the Midwest City Memorial Hospital Authority, but the OCC is conducting Environmental Assessments with our $2M Assessment Grant on behalf of Sooner Investment, who would like to purchase the land for a multi-million-dollar commercial redevelopment project that will create shopping and restaurants lining SE 29th Street.

According to CEJST, this tract is considered disadvantaged because it meets more than 1 burden threshold AND the associated socioeconomic threshold. Plus, Midwest City is one of the priority areas mentioned in the OCC's $2M grant application.

The property is mostly greenspace, with a few outbuildings. One parcel has a 180' Quonset barn on site, and at the northwest corner of the parcels, there is a 2,400 sf cinderblock building that used to be a small storefront and garage bay (possibly a fueling station, too, but we have no records of that at the OCC). We are unsure whether this property is contaminated. It appears to have been mostly undeveloped land since the 1940s. However, there appears to be some activity near the center of the site (where the Quonset barn is now) in the 1950s, and these parcels sit adjacent. Currently this parcel is adjacent to the Midwest City Auto site, which has a long history of UST-related issues.

Phase I RECs:
The historical city directories indicate a history of auto repair on site (Ron's Rebuild Shop and A & W Motor Co) and a potential filling station (ALS Short Stop and PDQ Convenience Stores) from at least 1992 through 2005 on site. The history of auto repair, a potential filling station, and the potential for soil/groundwater impact constitute RECs to the site.

The ODEQ issued a Certificate of No Action Necessary and Land Use Disclosure to the Midwest City Hospital Authority, who is the current owner, for parcels with addresses of 8826 SE 29th Street and 8828 SE 29th Street. Based on the known solvent contamination on the site, the investigation being limited to the eastern portion of the site, and soil/groundwater impacts; this listing constitutes a REC to the site.

The ODEQ and Robert Coleman provided Terracon information regarding contaminants buried on the site near the present-day billboard when the Hull Estate owned the site. An investigation determined the former building east of the Quonset building had radium contamination from oxygen regulators. Contaminated soil from the demolition of the building was removed and placed in barrels and buried in a burial pit south of the billboard. The barrels were encased in concrete and covered with two feet of soil. The presence of the concrete burial pit of radium contaminated soil from the site, the potential for radium impacts to the site, and a lack of clear control measures constitutes a REC to the site.

Based on distance, environmental setting and/or facility characteristics, the other identified facilities and inquiry results from the local agencies do not constitute RECs in connection with the site at this time.

During the site reconnaissance, a natural gas pipeline marker, a pole-mounted transformer, stained concrete inside the Quonset building, and a dumping/disposal area were observed. Based on the unknown origin of the trench/mound, the contents therein, and the potential for soil/groundwater impacts this dumping and/or disposal area constitutes a REC to the site.

Conclusions
Terracon performed a Phase I ESA consistent with the procedures included in ASTM Practice E1527-21 at SE 29th & Douglas, Midwest City, Oklahoma County, Oklahoma, the site. The following recognized environmental conditions (RECs) were identified in connection with the site.
