Additional Property Attributes

Link Church wants to turn the "Elk Elevator" building into a resale/thrift shop that would provide help for low-income families. They would like the building that runs along the alley to be turned into a "Care Closet" - a shop which provides clothing for foster and adopted children who have been taken from parents, and whose placement family needs resources for them. They've also discussed using the open area between the buildings as a transportation/Route-66-themed community food truck park. (This site is only 2 blocks from historic Route 66.) The buildings on site are in fairly good condition, with roofs, walls, and windows intact. They are currently abandoned and full of junk left there by previous owners. The land appears to have been cleared of grass and spread with gravel. The grain elevator structures on the property were removed between 2013 and 2016 by the previous owner. There is some trash and debris on site, but most of the land is clear and open. OCC records for this facility indicate that there are four tanks on site, all installed around 1976, and not used since 1985~1987ish. All are steel. Three are 2,500-gallons, two gasoline and one diesel. There's also a 10,000 gallon one that is marked as "diesel" and "empty" on the 1986 registration form. OCC Petroleum Storage Tank Division has no records of the tanks ever being tested for tightness, cathodic protection, or leak detection, but staff have found fill ports on the property, indicating the tanks are still in the ground. The previous owner mainly used the storefront on the north side of the building for an antique store, so the rest of the property was unused since the 1980s, and is as of yet unassessed. The OCC will use our $2M Assessment Grant to conduct assessment activities on this property. All details regarding the assessments will be entered under that CA. We completed the Phase I for this property in November 2023, and are currently working on getting an approved Phase II QAPP.
