Additional Property Attributes

The City of El Reno is purchasing this property, an out-of-use gas station, to renovate it and lease it to a restaurant operator. This property is located along Historic Route 66, in El Reno's historic Main Street district. According to CEJST, this tract is considered disadvantaged because it meets more than 1 burden threshold AND the associated socioeconomic threshold. The lands of Federally Recognized Tribes that cover 71% of this tract are also considered disadvantaged. El Reno is also an OK Dept. of Commerce Main Street community, and they are located along Historic Route 66.

The OCC Brownfield Program used our $2M Grant to conduct the environmental assessments on this site for the City of El Reno (the purchaser and program applicant). We completed the Phase I in November of 2023. The Phase II QAPP was approved in May 2024 and the Phase II site work started after the QAPP was approved.

The Phase II ESA includes a tank removal as there are four USTs that were installed in 1980 and have of releases and non-compliance with leak detection and anti-corrosion protocols. All tanks are single-walled steel and the cathodic protection has been out of use for many years, so it is likely that the tanks are in poor condition. Given the high traffic of the property's reuse plan, it's imperative we sample under the tanks in the tank bed to thoroughly assess the site for contamination.

The OCC PST Division reviewed the results of the initial soil borings. Based on the information submitted and after reviewing the current and historic site/facility data, they determined that the BTEX and TPH concentrations reported appeared to be very likely remnants of OCC release case 064-4118, which was closed in 2022 under risk assessment. As such, further action did not appear to be warranted and was not required at that time based on the boring results. The consultant was advised to send results of samples taken during tank removal so further review can take place. Results were sent to OCC and the final review of data revealed that no release case was warranted. The site was issued a Certificate of No Action Necessary by Brownfield Program staff on September 24, 2024.
