Adoption of building codes that consider impacts from extreme weather events and natural disastersBuilding codes can encourage implementation of mitigation and adaptation techniques for extreme weather events and natural disasters. Codes may require that infrastructure be planned and built to avoid or minimize future damage or costly repairs from increased frequency and intensity of flooding, drought, wildfires, and other projected extreme weather/disaster events. Codes may also lead to energy savings for commercial and residential buildings by specifying minimum requirements for building components such as insulation, water use, heating and cooling systems, lighting, windows, and ventilation systems. Effective building code requirements may vary regionally due to differences in natural hazards.
Phase I and Phase II ESAs that consider impacts from extreme weather events and natural disastersPhase I ESAs may consider current and on-going impacts from extreme weather events and natural disasters and consider future impacts to the site or area. For example, an investigation of the site history can include an investigation of site vulnerabilities based on historical and recent extreme weather patterns and events (e.g., floods and drought). Phase II ESAs may include use of renewable energy, incorporating remote sensing capabilities, maximize reuse of existing wells (as appropriate) and/or design wells for future reuse, use of field test kits when possible, use of local laboratories when possible, and use of appropriate sized equipment for the project.
Evaluate Reuse options that consider impacts from extreme weather events and natural disastersDiscussion of observed and forecasted natural hazard conditions and the associated site-specific risk are part of any reuse considerations. Both current and forecasted extreme weather events and natural disasters may impact the effectiveness of a remedial alternative.

Possible risk factors and vulnerabilities may include proximity to the ocean, infrastructure vulnerabilities, property affected by a revised FEMA flood plain, drought monitor, or wildfire risk map, vulnerability related to changes in frequency and intensity of precipitation events, vulnerability of soil type due to moisture and hydraulic changes, and ground and surface drinking water vulnerabilities.

Additional Property Attributes

The subject property is located west of Wheeling Avenue in Glen Dale, Marshall County, West Virginia between Wheeling Avenue (to the east) and the Ohio River (to the west). The area is characterized predominantly by a rural yet urbanized city development. The subject property is accessed from Wheeling Avenue via multiple paved or graveled driveways and throughways.

Short-term leases are periodically set up for energy companies to store materials on parcel 25-06-0010-0001-0000 (and, to a lesser extent, parcel 25-06-0007-0183-0000). Other tenants include a dentist, a MedExpress, the Glen Dale Tobacco and Vape Shop, an optometrist, and a car dealership.

According to City of Glen Dale representatives, there had been dumping and storage of demolition debris on parcel 25-06-0010-0001-0000 in the 2010s; the owners subsequently cleared the area. It is unknown if some of the material was incorporated into the ground surface of parcel 25-06-0010-00 01-0000, or if it was all removed from the site. By the mid-1930s, the subject property was developed with an access road and a few buildings. More buildings were erected on site through the 1970s, and by the 1980s- 2000s the site was similar to its current density. A Phase I ESA conducted in September 2023 identified 3 RECs:

De minimis conditions include the presence of universal waste, medical waste, and solid waste.
Other conditions include the potential presence of ACM and LBP in the buildings on site.
A Limited Phase II ESA of surface soils on the south half of the property identified the presence of arsenic and PAHs above residential de minimis standards.
