Site Description and History: The site is developed with a several vacant, dilapidated buildings that formerly operated as a nursing school and technical college, as well as some greenspace surrounding the buildings. The site is situated in a mixed commercial and residential area with a school, fire department, and police department nearby. The site was first developed in 1939 with a nursing school. The site was later used as a technical college, and two additional brick buildings and a metal warehouse were added. The technical college relocated approximately ten years ago, and the site has been vacant since that time.

Environmental Concerns: Based on the age of the structure, lead-based paint and asbestos are a concern. Potential environmental concerns are also associated with historical uses of the site and surrounding sites. The City of Winnfield requested a PI ESA under LDEQ's TBA Program to begin environmental assessment of the site. The Phase I ESA was completed in January 2024 and can be viewed at https://edms.deq.louisiana.gov/app/doc/view?doc14189186

The City is in the process of requesting funding for completing a Phase II ESA to assess RECs identified on the property through EPA's TBA.

Future Reuse Plans: The city recently conducted extensive community visioning for the entire downtown area including this site. Through that process, the proposed reuse of the property is as a community center to provide meeting space for community organizations, educational space for community classes, and other community support activities.
