Additional Property Attributes

The site is developed with a two-story commercial building and associated paved parking lot and storage area.

The historical use of the land at the site is Lawrence Square. The building was constructed in 1899 and was originally used as a fire station. The most recent use was a police station, which operated a historical diesel UST. The UST was closed in 2000 but was not closed under current state regulatory methods and standards, so the former UST area may require additional assessment. The City requested a Phase I ESA under LDEQ's TBA Program to assess potential environmental concerns associated with historical uses of the site and surrounding sites and for liability protections prior to disposition. The Phase I ESA was completed in February 2024 (report can be viewed here: https://edms.deq.louisiana.gov/app/doc/view?doc14200691), and identified RECs associated with historical refrigerant plant operations onsite and nearby historical dry-cleaning operations. Additionally, based on the age of the structure, lead-based paint and asbestos in building materials were identified as a concern. The site is undergoing additional assessment under EPA's TBA Program.

The City plans to lease the site to the New Orleans Redevelopment Authority, who plans to redevelop the site with a commercial development in coordination with the existing commercial development along Magazine Street. The City is also exploring the option of using the property to support a business incubator. The building is at risk of becoming blighted due to recent vacancy, and the reuse would provide economic benefits and job creation.
