Additional Property Attributes

The property is developed with a 700 square foot office building and associated paved parking lot. The site has historically been used as commercial office space. Based on the age and condition of the office building onsite, lead-based paint (LBP) and asbestos containing material in building materials (ACM) are a concern. Further assessment of building materials is warranted prior to redevelopment activities. Phase II activities including asbestos, mold and lead-based paint surveys at the site are being conducted under LDEQ's TBA Program. Phase II activities were completed in April 2024 (report can be viewed here: https://edms.deq.louisiana.gov/app/doc/view?doc14360531). The Phase II identified ACM in two building materials, LBP on an exterior curb, and airborne mold and surface mold throughout the building. It was recommended that the ACM be abated prior to redevelopment and addressing conditions conducive to mold growth prior to building reuse. Abatement of LBP on curb paint is not required at this time.

Reuse plans include renovation of the structure onsite into a small business accelerator through e-commerce means and technology. The economic and industrial boards of the parish are planned to occupy office and job training space. Evangeline Parish suffers from a lack of business incentives and economic opportunities. This project will serve as an accelerator location for startup businesses to nest comfortably for a while across the street from the parish courthouse and one block from Main Street in the middle of the City of Ville Platte. This building will serve as an E-commerce facility within the region. Broadband fiber will be provided through the latest NTIA grant program with build out reaching into Evangeline Parish and expected online by this summer 2023. The building energy source is expected to be primarily solar.
