Although a REC was identified associated with historical USTs on a surrounding site in the Phase I ESA completed on behalf of the City of Ruston under LDEQ's TBA, further assessment of this concern has not been completed to date (11/12/24).

Additional Property Attributes

The site is developed with a former post office building with associated paved parking, which is currently vacant. The building onsite is in a state of disrepair due to extended vacancy, and previous assessments identified asbestos, lead-based paint, and mold within the building. Additionally, since the site is situated in the downtown area of Ruston, environmental concerns are associated with past uses of surrounding sites. A Phase I ESA was completed in April 2024 under LDEQ's TBA Program for liability protection purposes and to assess environmental conditions of the site. Potential petroleum products from historical USTs on a surrounding property was identified as a REC. Additionally, ACM and LBP were identified in previous investigations at the site; however, further assessment was recommended to accurately quantify the extent of the contamination. The Phase I report can be viewed here: https://edms.deq.louisiana.gov/app/doc/view?doc14240718

A private developer purchased the site from the City of Ruston in May 2024 and plans to complete assessment and abatement activities prior to redeveloping the site as a restaurant.
