Additional Property Attributes

The site is comprised of two large warehouse-type buildings that are directly adjacent to each other. Gravel parking areas are around the buildings. The property is currently being used for storage. The site was formerly used as a garment factory housing the business named "LaSevilla Fashions, Inc." Based on the age of the structures, lead-based paint and asbestos are a concern. The Town of Winnsboro requested a Phase I ESA under LDEQ's TBA Program to assess environmental concerns to prepare the site for interested developers. The Phase I ESA was completed in March 2024 No RECs were identified; however, business risks including potential ACM and LBP were identified based on the age of the structure. Asbestos and lead-based paint inspections were recommended prior to redevelopment.

This site was a huge accomplishment for the Town of Winnsboro when it was constructed and first contracted for business in 1955. The former garment factory operated for many years and was a great place to work in Franklin Parish. At the height of its use, approximately 2000 of the town's 3200 people worked at the garment factory. It has big live oak trees in the front that provide shade and would be a great atmosphere for a patio or outdoor venue as well. The site is in a prime business location but has not seen a business in over 20 years. The prospective developers are looking for a space to manufacture hydroelectric turbines and/ or create a maker/ small scale manufacturing space for CNC (computer numerical control) manufacturing. Plans also include reusing the former cafeteria as a caf�ommunity space with event space for live music. Completion of due diligence will help to prepare the site for reuse, which will be an asset to the town and will support economic development through job creation and new business.
