Additional Property Attributes

The property is developed with the Municipal Auditorium building, associated walkways, and greenspace situated in a highly developed commercial and residential setting. The building was damaged during in the storms following Hurricane Katrina in 2005 and has been vacant since that time.

The Municipal Auditorium building has been historically used as an auditorium space for various types of events including balls, performances, and sporting events. Mold has previously been identified and cleaned at the site; however, an additional mold survey is being requested based on observations made by the City during a recent site visit. Asbestos and lead-based paint have also been identified in building materials, and some abatement has been conducted. Updated surveys are needed to identify the extent of asbestos and lead based paint to prepare for renovation. Additionally, the property is located in a well-developed area in New Orleans; therefore, potential contamination from nearby properties is a concern. An asbestos, lead-based paint, and visual mold surveys were completed in March 2024 under LDEQ's TBA program (https://edms.deq.louisiana.gov/app/doc/view?doc14359543). The surveys identified asbestos, lead, and signs of mold throughout building materials at the site. Cleanup planning is being conducted under LDEQ's TBA.

The City requested a Phase I ESA to identify any environmental concerns associated with historic site operations and historic or current operations on surrounding sites in concurrence with a Phase II ESA to survey remaining mold, asbestos, and lead-based paint in the building under LDEQ's TBA Program. The Phase I ESA was completed in February 2024 and identified several RECs associated with historical operations onsite and surrounding sites (https://edms.deq.louisiana.gov/app/doc/view?doc14187267). The City is currently working to address building material contamination, and then look at further assessment of RECs identified in the Phase I ESA.

The Municipal Auditorium has been a mainstay of the New Orleans community since it opened in 1930, hosting art performances, Mardi Gras Balls, circuses, sporting events, plays, and multiple concerts including local legends of Fats Domino, Mahalia Jackson, and Louis Armstrong, as well as historic concerts featuring Led Zeppelin, Run DMC, and Elvis Presley. Prior to the development of the Municipal Auditorium building, the site was the location of a fort that protected the city core (now known as the French Quarter), and later served as the gathering space for people of color on Sundays to revel in their shared heritage. Since it was devastated in 2005 with the floods following Hurricane Katrina, the property has remained closed, becoming more blighted every day and reminding the surrounding community of the storm and result tragedy. After years of arbitration with FEMA, the City has finally received a settlement to restore the auditorium which covers roughly half of the rehabilitation costs. The City is now moving forward with the renovations, including addressing environmental concerns at the site in coordination with restoration activities. Addressing the environmental issues at this site will facilitate its revitalization and return the property to commerce, both of which are vital to the continued restoration of the surrounding community. Once restored, the property will generate jobs from performances, as well as revenue to the City from income tax, sales tax on tickets, and rental fees. The space will also foster community gatherings and cultural events aligned and celebrating the surrounding Treme and French Quarter neighborhoods.
