Additional Property Attributes

The property is currently vacant and used as an unsanctioned parking lot. The only known past use of the site is a parking lot. The City requested a Phase I ESA under LDEQ's TBA Program to assess potential environmental concerns associated with historical uses of the site and surrounding sites and for liability protections prior to disposition. Since the site is situated in a historically developed area of New Orleans, environmental concerns are associated with past uses of the site and surrounding sites. A Phase I ESA was completed under LDEQ's TBA Program in January 2024, and no recognized environmental conditions were identified. A copy of the Phase I ESA report can be accessed at www.deq.louisiana.gov/page/edms under document ID 14163747.

The City plans to lease the site to the New Orleans Redevelopment Authority, who plans to redevelop the site as needed affordable housing for the area. The project site, located in the Freret Street Corridor, provides a large commercial district in the historic Freret Neighborhood. In the years after 2005, the redevelopment of the corridor caused gentrification in the neighborhood. The redevelopment of this property into affordable housing would help residents return to the neighborhood and be able to live and work in their community.
