Additional Property Attributes

The property is comprised of a vacant firehouse building, ancillary structure, and vacant lot. The site is a historic firehouse built over 100 years ago, which has sat vacant since Hurricane Katrina in 2005. Since the site is situated in a historically developed area of New Orleans, environmental concerns were associated with past uses of the site and surrounding sites. Additionally, lead-based paint and asbestos in building materials were a concern based on the age of the structures. People's Housing+ and Alembic Community Development were competitively awarded the property to repurpose the historic firehouse at 2312-2316 Louisiana Avenue as a mixed-use property that returns the site to serving the Central City community with an early childhood education (ECE) center on the building's ground floor and ancillary structure, along with permanently affordable apartments on the second floor. The project team had a Phase I ESA, as well as lead-based paint and asbestos inspections completed at the end of 2022 for the parcel developed with the firehouse building and ancillary structure only. The vacant lot was awarded to the project following these assessments. Surveys identified lead-based paint and asbestos in building materials. The Phase I ESA did not identify any RECs associated with the site; however, the prospective purchasers will need another Phase I ESA completed prior to taking ownership for liability protection, and will include the vacant lot that wasn't previously assessed as part of the site. Cleanup Planning and an updated PI was conducted under LDEQ's TBA Program. Abatement activities are planned to be funded by a sub-award from LDEQ's Brownfields Program.

Future redevelopment plans include a mixed-use property that returns the site to serving the Central City community with an early childhood education (ECE) center on the building's ground floor and ancillary structure, along with permanently affordable apartments on the second floor. The vacant lot will be used an outdoor space for the early learning center. The co-location of affordable housing with high quality accessible childcare is an opportunity to address two of the greatest needs facing New Orleans. Since childcare workers typically qualify for affordable housing, the development team envisions that the redeveloped firehouse property will be able to serve a family living in an affordable apartment upstairs while working at or enrolling their child in the ECE facility downstairs. The project will provide 13 new jobs accessible to low-income individuals, approximately 65 early childhood education ("ECE") seats targeting low-income families, and seven units of permanently affordable housing targeted to families earning below 60% AMI. By redeveloping the property with two critical community-serving uses - early childhood education and permanently affordable housing - the project team will be remediating a contaminated building in a low-income census tract and returning the property to a community asset for the first time in 20 years.
