Additional Property Attributes

The site is a vacant paved lot used for parking in a mixed commercial and residential setting. The site was formerly used as the City of New Orleans Police gas depot and was developed with a warehouse, which has been demolished. USTs have been removed from the site, and closure samples met requirements at the time; however, additional investigation is needed to determine if subsurface environmental conditions meet current regulations. Additional assessment will also determine if subsurface conditions are acceptable for redevelopment with an enclosed structure. A Phase I ESA was completed under LDEQ's TBA Program, which recommended further subsurface investigation to determine if contamination was present from historical site and adjoining site operations. A Phase II ESA is being completed under LDEQ's TBA Program to determine if historical operations at the site and surrounding sites have had subsurface impacts on the site.

The site is leased to the New Orleans Redevelopment Authority (NORA), who plans to work with a developer to construct affordable housing. A community meeting provided input from residents on their vision for the site which included Council on Aging Headquarters with a senior living component, off street parking with development above or adjacent, ground-floor retail with affordable housing above, outdoor space, and potential roof garden with downtown views . The project site is in the center of the city with street access to major corridors. Residents would be able to utilize multiple transit routes and driving routes to move around the city. More green space than the current concrete cover would be a part of the redevelopment, and the removal of the current concrete and following stormwater guidelines provide this site the ability to contribute to sustainability unlike the current conditions of stormwater runoff with full concrete parking lot.
