Additional Property Attributes

The properties are vacant. The Vancouver Housing Authority (VHA) is the current and future property owner and is planning to develop the property with affordable multifamily housing units. Parcel 61810000 is a paved parking lot. Historically, the parcel had a residential structure from at least 1905 to 1971. In 1990 the parcel was used for storage until 2016. The property has remained unoccupied since with no structures. Parcel 59400000 is a vacant vegetated lot. Historically, the parcel had a two-story residence and shop building for tool and household item storage from at least 1907 until 2023, when the residence was demolished. A Phase I ESA conducted in January 2024 identified the following recognized environmental condition for the property: soil vapor and potential groundwater impacts from off-property source. A Phase II ESA conducted in October 2022 identified several several volatile organic compounds in soil vapor samples collected from the northwestern parcel of the Property. Of the detected chemicals, the concentration of naphthalene exceeded the Model Toxics Control Act (MTCA) Method B screening level in one sub-slab soil vapor sample. There is no known historic or current use of naphthalene or other petroleum-related chemicals at the Property. Two Ecology-listed cleanup sites (Varicast Inc. and Emerald Petroleum Services Inc. Transfer) are located less than 300 feet west of the Property. In 2021, naphthalene was detected in sub-slab soil vapor samples collected from Varicast Inc., including one sample exhibiting naphthalene at a higher concentration than the sample collected from the Property, suggesting potential subsurface migration of contamination from the nearby Ecology cleanup sites to the Property. Based on records reviewed and an interview conducted with the Ecology site manager associated with Varicast Inc. and Emerald Petroleum Services Inc. Transfer, the cleanup sites near the Property still need additional sampling of soil, soil vapor, and groundwater to identify the extent and source of impacts.

The recognized environmental condition for the Property is recommended to be mitigated at the time of development through an engineering control, such as a vapor barrier.
