Additional Property Attributes

The site is developed with a two-story former mental health facility, a former greenhouse, and associated lawn, paved parking, and driveways. The mental-health facility and greenhouse structures are currently vacant and in disrepair.

The Sophie Gumble House was a former mental health facility that was donated to the City of New Orleans in 1882 and has been vacant for many years. Based on the age and poor condition of the structures, lead-based paint and asbestos are a concern. Additionally, due to the location of the site within a well-developed area of Uptown New Orleans, historical and current uses of surrounding properties may pose environmental concerns. A Phase I ESA was completed under LDEQ's TBA Program in February 2024 to assess these environmental concerns and complete due diligence prior to issuing an RFP for redevelopment of the site. No recognized environmental conditions were identified; however, business risks including potential asbestos containing materials, lead-based paint, and mold were identified. A Phase II ESA is being completed under LDEQ's TBA program to assess building materials for these contaminants. Although the Sophie Gumble House has been neglected for quite some time, the structure is a beautiful and significant building in the viable and economically stable area of Uptown New Orleans. The possibility of interest from the development community is high; however, the state of disrepair and contamination is a deterrent. The stipulations of the donative intent include the reuse of a much-needed mental health facility for the community. Completing due diligence and addressing environmental concerns would encourage redevelopment, benefit the university oriented residential neighborhood that surrounds it, and provide essential mental health services to the community.
