The Subject Property is identified as Syracuse Tax Map ID No. 096.-11-02.0, which is located at 366 West Onondaga Street in the City of Syracuse, Onondaga County, New York. The Subject Property is 0.35 acres and is owned by the Greater Syracuse Property Development Corporation. The Subject Property consists of a 4,828 square foot three-story former residence that was converted for commercial use as a funeral home. The structure is surrounded by asphalt and limited green space. The building historically operated as a funeral home and is currently vacant.

The Subject Property and surrounding area have been associated with dense urban development since at least 1892. The Subject Property has been occupied by a two and a half story residence since at least 1911. Between 1925 and 1988, the residence was occupied by an undertaker and funeral service business. The Subject Property is developed but currently vacant. Surrounding areas have been primarily residential and commercial in nature since at least 1892. Numerous commercial properties have been directly adjacent to the Subject Property throughout the 1900s including three gas stations (to the south and east between 1925 and 1993), one dry cleaner (to the west between 1935 and 1949), four automotive repair / sales shops (to the east and south between 1925 and 2022), and one commercial rug cleaner (to the north in 1959). Numerous other gas stations, automotive repair /sales shops, dry cleaners, printing companies, and trucking companies have been located within 0.1 miles of the Subject Property in all directions. Fire insurance maps depicted multiple underground gasoline tanks in close proximity to the Subject Property, at gas stations, automotive repair shops, and nearby residences. Between the 1980s and the 2000s, many of the structures in the surrounding areas were demolished. There are currently vacant parcels to the north and east of the Subject Property. A convenience store (former gas station) is located directly west of the Subject Property.
