Additional Property Attributes

Standard and other historical resources were able to document that the property was initially developed prior to 1936 with a portion of the current school building in the southern portion. Additions were constructed between 1960 and 1974 and the property was occupied as a school until the 1980s. The property has been used for various offices and by various organizations since at least 2010.

This assessment has revealed the following REC in connection with the subject property:

* The east adjoining property, identified as 131 Heard Street, is an unoccupied service garage building. Review of historical resources document the property was formerly residential until construction of the current service garage building in 1954. According to the subject property owner, the building was formerly used as a TV repair shop, however exact timing was not provided. Due to a lack of available historical records, PM was unable to determine exact occupancy of the building. No building signage was visible in historical Google Street View imagery dating back to 2007. Based on the layout of the building with two bay doors, it appears that the building may have been used as a service garage historically. The building is located approximately 100 feet east of the subject property. Based on the length of time operations may have occurred (up to 53 years) and the close proximity, the potential exists that a release has occurred on this property and migrated onto the subject property.

No on-site RECs were identified in connection with the subject property.


This assessment has revealed the following significant data gap in connection with the subject property:

* PM observed a large chimney stack on the western school rooftop. Due to locked doors within the building, PM was unable to access the area where the chimney may have entered the building. Additionally, the current owner representative did not know the use of the chimney. If access is obtained to the room and an incinerator or former coal-fired boiler is identified, additional investigation may be necessary. The inability to access the location of the chimney is considered a Significant Data Gap.


The following Business Environmental Risks (BERS) were identified during completion of this Phase I ESA:

* Chipped and peeling paint as well as water intrusion was observed within the gymnasium bathrooms in the northeastern portion. Based upon the age of the building, which was constructed in 1964, the potential exists for lead based paint to be present.

* Based on PM's limited visual observations during the site reconnaissance, suspect asbestos containing materials (ACMs) were identified. Some of the suspect ACMs in the northeastern gymnasium bathrooms were observed to be damaged. In the future, a comprehensive asbestos survey should be completed prior to significant renovation or demolition activities. The current owner was unaware of any previous asbestos surveys conducted on the property.
