Additional Property Attributes

Parcel ID #40-07-0001-0250-0000, 40-07-0001-0302-0000, and 40-07-0001-0303-0000 are currently owned by the Nitro
Land Reuse Authority, who acquired the property from James Hilbert Greene and JHG Properties, LLC, by virtue of a
deed recorded November 5, 2021. Parcel ID #40-07-0001-0275-0000 is currently owned by the Nitro Land Reuse
Authority, who acquired the property from NAJ, LLC, by virtue of a deed recorded May 1, 2023. The subject property
consists of four parcels of land located in a mixed-use area in Nitro, Putnam County, West Virginia. Based on the Global
Positioning System (GPS) coordinates from Google Earth, the central portion of the subject property is located at
approximately 38.431168� North Latitude and -81.837766� West Longitude.
The subject property is zoned as a local or neighborhood business area of Nitro. There are no structures currently located
on any portion of the subject property.
The subject property is bordered to the north by 39th Street with a restaurant, Speedway gas station, and residential
properties beyond, to the east by residential properties, to the south by 38th Street with Nitro Eye Care beyond, and to the
west by 1st Avenue with the Kanawha River Railroad and a recycling center beyond.

Based on the findings of the Phase I ESA, one (1) recognized environmental condition (REC) was identified for the
subject property and is summarized below:
? Railroad tracks were identified immediately adjacent to the west of the subject property across 1st Avenue on
the 1899, 1909, 1931, 1933, 1958, 1971, 1976, 2014, 2016, and 2019 topographic maps. According to a
historical file review, the New York Central Railroad operated in Nitro, WV from approximately 1922 to
1968. The railroad is currently operated as the Kanawha River Railroad. The release of contaminants that
may have migrated from the Kanawha River Railroad tracks (formerly the New York Central Railroad) to
the subject property is considered a REC in connection with the subject property.
