Additional Property Attributes

VETC obtained ownership of the property in December 2018 as a donation. Records are not detailed and a Phase I ESA will allow for an appropriate records review of available historical documents. According to VETC, approximately 70 acres is comprised of prairie and rare Garry Oak Savanna habitat, and 50 acres of forested wetlands. VETC is in financial distress and in need of facilitating the donation the land to the Confederated Tribes of the Chehalis Reservation. VETC has requested Ecology's assistance with a Phase I ESA on behalf of the prospective purchaser, the Confederated Tribes of the Chehalis Reservation. The Confederated Tribes of the Chehalis Reservation are interested in the property for a wildlife conservation and possibly constructing a wildlife corridor under I-5.

Observations during a site visit include: three mounds of white powder (potential crushed gypsum/wallboard) located in the hanger- buildings; a discharge infiltration system that exists outside the rendering plant building that includes, at least, an infiltration structure proximal to the plant; and a pond located within the forested area of the project
According to Ecology's Facility Site (FS) database, Soil Key is listed under FS ID 81382937 (EPA ID 110036133582 South Sound Soils DBA Soil Key). Records indicate two facilities operated at the site previously: Briarwood Farms (FS ID 8132937) and Monte Vista Poultry Detention Pond (FS ID 17395665). Briarwood Farms generated a RCRA ID WAD988505228 in 1992. The facility reported as an XQG and did not indicate routine generation of waste. under FSID 81382937. South Sound Soils was a composting operation and used the same waste generator ID as Valley Fresh Foods (WAD988505228), although their time of operation appears to be after Fremont Doc Co. purchased the property. Ecology has no record of South Sound Soils dispensing or disposing petroleum or petroleum product at the property. The business was administratively dissolved September 1, 2011.

According to Ecology's Underground Storage Tank (UST) database, UST ID 102391 associated with Briarwood Farms was removed sometime prior to 1996. Ecology records show a report was submitted but not reviewed. Records indicate a solid waste compost facility was active for several years and received an enforcement order for mismanagement in 2007. The enforcement appears closed. Additional research will need to be conducted to determine what the violations included and what contaminants may be of concern.

Also, records and research need to be conducted into the well that the owner said was recently installed and subsequently shut down prior to them receiving ownership.
