1000 Block of S 4th St consisted of 1000, 1002, 1004, 1006-1008, and 1010-1012 S 4th St. ECIA FY18 & FY23 RLF Cleanup funds were utilized on the entire block. The city received a cleanup grant and utilized funds on 1002 & 1006-1008 S 4th St only.

The block consisted of five parcels containing five 2 and 3 story brick buildings constructed between 1868 and 1912 that were used for retail purposes on the first floor and residential apartments on the second and third floors. Retail occupants included a grocery, laundromat, hardware store, resale shop, upholstery store, furniture and antique store, used clothing store, offices, barber shop, drug store, restaurants, taverns and meeting hall. The buildings were vacant over a decade and in disrepair. The structures were deemed unsafe with sagging roofs and unstable floors making safe asbestos abatement impossible therefore a RACM demolition was required to remediate the sites and eliminate potential exposure to asbestos. Due to condition of the buildings testing for ACM was not completed on all of the structures but assumed given the age of the structures to be present.

RACM Demolition was started August 2023 and completed in May 2024. Site was graded, seeded and made ready for reuse. BTS Inc. acquired 3 of the parcels from the city in November 2024 and began construction of four attached townhomes with 1,5000 SF of living space and two car garage each. Redevelopment project completed May 2025. Open house held 5/30/25. Total redevelopment investment $1,227,650 investment. Homebuyers will be eligible to receive a $7,500 homebuyer grant.

City injected an additional $27,650 in infrastructure (new access street/alley and stormwater drain connecting new townhomes to 10th Ave S.) Installation completed April 2025.

Parcel #80-5970000 was transferred back to the prior owner for expansion of a commercial business. Parcel #8059620000 (1010-1012 S 4th St) is currently owned by the city. The city is seeking a developer for the remaining parcel.
