Additional Property Attributes

The Bullhook Clinic Homes were constructed between 1910 and 1954 and were used as private residences in downtown Havre. This home was vacant and could not be inhabited due to mold and disrepair. BCHC plans to redevelop the sites as a parking area to accommodate the future expansion of the Clinic. Prior to abatement, the homes were inspected for asbestos, lead-based paint (LBP), polychlorinated biphenyl (PCB) light ballasts, mercury-containing thermostats, and florescent light tubes. In addition, an investigation for lead in soil around the homes was completed to delineate lead previously detected in surface soil at concentrations above DEQ residential direct-contact and leaching to groundwater risk-based screening levels.

In accordance with federal requirements, BCHC received bids for asbestos abatement and lead-safe demolition on August 21, 2023 (Granite Peak, 2023a). BCHC awarded the contract to Safetech, Inc. to complete the asbestos abatement and lead-safe demolition of the four homes. Safetech included Olympus Technical Services, Inc. ("OTS") as its demolition subcontractor. Granite Peak and ALM Consulting (ALM) completed asbestos and lead clearances and demolition oversight as Bear Paw's EPA Brownfields Revolving Loan Fund Qualified Environmental Professional (QEP). Safetech began abatement activities on Monday, October 9, 2023, and abatement of the last home was completed on October 18, 2023. Soils on the western side of the 305 5th Avenue site were excavated to a depth of 18 inches. Granite Peak staff collected a five-point composite soil sample from the excavation pit bottom and sidewalls. Analytical results document the excavation successfully removed the lead-contaminated soils and remaining soils were below the DEQ residential RBSL for lead of 200 mg/kg. Total cleanup cost for the four homes was $413,083, which included abatement, disposal of hazardous materials, demolition, excavation, hauling, disposal, backfill, cleanup planning, cleanup oversight, confirmation and clearance sampling, and reporting. Cleanup costs were allocated to each home in ACRES based on the total cost of the cleanup ($413,083) divided by the four homes.
