Additional Property Attributes

The Site was identified as developed dating back to at least 1911 when it was occupied by residential properties. By 1950, a commercial building was built on the northeast portion of the Site and occupied by occupied by multiple commercial tenants in 1955. In the 1970s, the residential buildings were demolished and replaced with parking lots adjacent to the commercial building. Since the 1950s, the Site has been occupied by various commercial tenants, most recently a non-profit. The Site has remained vacant since the City of Muskegon acquired the property in October 2019.

he Phase I ESA identified the following REC in connection with the Site:
* The northeast adjacent property formerly operated as a gas station between at least 1926 and 1950. The historical use of petroleum-based fuels, lubricants, solvents, and automotive fluids in gasoline filling station operations is an environmental concern. Furthermore, there are no records associated with the tank(s) at the property.

In addition, Fishbeck identified another potential concern related to the potential for dry-cleaner operations historically at the Subject Property.

No contaminants were identified in soil at concentrations exceeding Part 201 GRCC during the November 2023 Phase II ESA investigation. In addition, there were no VOCs in soil gas samples detected above EGLE VIASLs. Therefore, based on the Phase II ESA, the Site is not considered a facility.
