Additional Property Attributes

This site was historically a gas station in Crescent, OK. It has sat abandoned for many years and passed from owner to owner until our program applicant purchased it. He wants to clean it up and turn it into a clothing shop. The Assessments are being conducted with our BIL grant.

The Site is occupied by and approximately 3,874?square foot structure which formerly operated as a filling station and convenience store. The structure includes a restaurant, living quarters, and office space. The filling station historically featured four (4) underground storage tanks (USTs) with a total of six (6) dispensers on two (2) separate dispenser islands. The Site appears to have been developed as a filling station by 1929. The current structure was constructed in 1960. The facility is registered with the OCC Petroleum Storage Tank Division (PSTD) as Seven Day Station, facility #42?05645. Four (4) USTs are registered at the Site, all of which were listed as Temporarily Out of Use (TOU) when Assessments started. According to OCC records, one (1) 4,000?gallon and two (2) 6,000?gallon USTs were installed in April 1973, and one (1) 4,000?gallon UST was installed in April 1984. Tank inspection cards with inspection dates as far back as 1950 and indicate that USTs were present at the Site prior to installation of the current USTs.

In accordance with State of Oklahoma Purchase Order #1859018857, dated December 27, 2023, issued to OES under Statewide Contract SW0139, the scope of the PH?II ESA consisted of four (4) components; including the following:
1. Removal of the UST system and completion of sampling and reporting activities in accordance with OCC PSTD regulations. Contaminants of concern (COCs) for UST removal activities were identified as benzene, toluene, ethylbenzene (BTEX), total petroleum hydrocarbons (TPH), and lead.
2. Installation of four (4) soil borings/temporary monitoring wells and collection of associated soil and groundwater samples. COCs were identified as BTEX, methyl tert?butyl ether (MTBE), TPH, and Resource Conservation and Recovery Act (RCRA) metals.
3. Completion of a lead?based paint (LBP) inspection.
4. Completion of an inspection for asbestos?containing materials (ACM).

Following the completion of OES' Phase I ESA site reconnaissance, the scope of the PH?II ESA was expanded to include the following:
1. Removal of the canopy above the east dispenser island; and
2. Plugging and abandonment of five (5) monitoring wells associated with closed OCC PSTD case number 064?1403.

RESULTS:
On May 9, 2024 OES performed the LBP inspection the site buildings and canopies above the dispenser islands and 170 surfaces tested using an XRF. The results of the inspection indicated 21 testing combinations were positive for LBP. Additional painted/coated surfaces in inaccessible portions of the site buildings were classified as positive for LBP. On May 9, 2024, OES performed an ACM inspection of the canopies. No presumed ACM was identified and no samples were collected.

One May 24, 2024, OES performed the ACM inspection the site buildings. OES collected 67
samples of suspect ACM from 21 homogenous areas in accordance with AHERA sampling protocols. The results of the inspection indicated one (1) building material contained asbestos at greater than one percent. Additional building materials in inaccessible portions of the site buildings were identified as presumed asbestos containing materials (PACM).

OES completed demolition of the canopy above the east dispenser island on May 28, 2024. Removal of the UST system was performed by OES between May 29?30, 2024, and final backfilling/grading was completed on May 31, 2024.

RCRA metals concentrations were below the respective screening levels in all soil and groundwater samples collected during the subsurface investigation with the exception of arsenic in the groundwater sample from B?3.
