Additional Property Attributes

The approximately 44.8-acre Property is located at 16800 NE Fourth Plain Boulevard in Vancouver, Washington on Clark County tax lots 159095000 and 159163000. According to the Phase I ESA prepared in 2018, since the late 1800s, the southern portion of the Property was used for residential and agricultural purposes and the northern portion of the Property was undeveloped, forested land. Since at least 1935, two residences were on the Property. The northernmost residence was demolished in the 1970s. Based on a review of Clark County records, the southernmost residence and associated outbuildings were demolished in 2019. According to the Phase I ESA, an orchard was present on the southern portion of the Property from prior to 1935 to the 1950s. Hay and grain fields have been present on the southern portion of the Property since at least 1954. The City is developing the Property as a public park. A Phase II ESA completed in April 2024 revealed contaminants are not present at the Property in soil above applicable cleanup levels related to the orchard use. Further assessment and cleanup is not recommended.
Future development of the site is pending additional funds to complete a master plan, outreach, design, and construction. It's currently identified on the City of Vancouver's CFP for 2025-2027 estimated at $19M for development.
