Additional Property Attributes

The approximately 10-acre Property is located at 7708 and 7806 NE 58th Street in Vancouver, Washington on Clark County tax lots 104960000 and 104970000. According to communications with the City and a 2010 Phase I ESA, a single-family residence was located on the southwestern portion of the Property from 1920 to 2021. Several outbuildings (garage, shed, wooden barn), an underground storage tank (UST), and two well houses were also present in the vicinity of this residence. A second residence was formerly located on the central portion of the Property from 1930 until 1981, when it was razed. The remainder of the Property is undeveloped and covered with a combination of forested areas, open grass fields, and low-intensive agricultural areas, including family orchards, a family garden, cultivation of hay and grain crops, and pastureland for horse grazing. One UST was located on the Property. This UST was historically used for residential vehicle and tractor fueling purposes but was reportedly empty and had not been used since approximately the late 1990s. The capacity and approximate installation date of the UST were unknown, but it had reportedly been at the property since at least the 1970s. The residence on the southwestern portion of the Property was demolished in September 2021. During demolition activities, the UST associated with the residence was decommissioned via removal. The City is developing the Property as a public park. A Phase II ESA conducted in Spring 2024 did not identify contaminants associated with the UST or orchard use on the property at concentrations that require additional assessment or cleanup. The contamination levels are below actionable levels for the current and future use.
The redevelopment project involves a first and second phase of development, with the latter proposed for funding through two grant programs (WWRP and LWCF) managed through the Washington Recreation Conservation Office (RCO).
The redevelopment first phase began in 2024 and includes completion of frontage improvements, security lighting and a central loop and access trail system with an estimated cost of $2.1M. The redevelopment second phase is pending grant awards following completion of the competitive grant application process or identification of alternate funding. The project is estimated at $5.5 M, with $2.5M through grant funding applications in process.
