Additional Property Attributes

There are three residential buildings currently on the site, including two on the 194 & 196-198 Columbian Avenue parcel, and one on the 200 Columbian Avenue parcel. The two residential buildings at 194 & 196-198 Columbian Avenue are currently occupied, while the one at 200 Columbian Avenue is vacant. The 202 & 204-208 Columbian Avenue parcel is a vacant lot, but once held residential buildings which were demolished in the late 1990s or early 2000s.

Phase I and Phase II ESAs conducted by VHB in October 2022 and May 2023, respectively, revealed a Chlorinated Volatile Organic Compound (CVOC) plume on the southern abutting property, historical nearby dry cleaning and chemical storage facilities, possible deposition of airborne contaminants associated with a historical house fire, and general historical on-site contamination. PAHs, lead, and SVOCs were all detected in soil samples at the site in concentrations exceeding regulatory limits. Sub-slab soil vapor sampling in the basement of the 196-198 Columbian Avenue building identified naphthalene and trichloroethene at concentrations exceeding Residential Vermont Vapor Intrusion Standards Sub-Slab Soil Gas limits. At a separate exterior soil vapor sampling point behind the 196-198 Columbian Avenue building, 1,3 butadiene was detected above Residential VVIS-SSG limits.

The proposed redevelopment, led by the Housing Trust of Rutland County, will rehabilitate the 9 current units on the 194 & 196-198 Columbian Avenue parcel, redevelop the abandoned building on the 200 Columbian Avenue parcel, and then expand that building into the 202 & 204-208 Columbian Avenue parcel, which is currently vacant. This redevelopment will maintain the historic significance of the 194 & 196-198 buildings, while increasing the total number of housing units from 9 to 22. The promotion of compact centers through infill development, as well as the increase in housing supply, are aligned with the City of Rutland Master Plan, the Rutland Regional Plan, and the state of Vermont's land use goals.
