The Subject Property is identified as Tax Map ID No. 093.-09-10.0, which is located at 248-250 Lincoln Ave, Syracuse, Onondaga County, New York. The Subject Property is 0.48 acres and is owned by the Greater Syracuse Property Development Corporation. The Subject Property consists of a vacant two-story, 4,300 square foot former commercial / industrial building with a gravel parking lot to the east a small forested section to the west and vacant former residential land to the north.

The Subject Property and surrounding area have been associated with dense urban development since at least 1892. The Subject Property was occupied by residences and stables from at least 1892 through 1911. Since 1925, the southern tax parcel (248-250 Lincoln Avenue) began operation as a commercial / industrial site with various operations including dairy and food production, automotive shops, automotive renting, taxi, and hearse services, roofing, plumbing, steel sash work, furnace manufacturing, packing operations, elevator production, and lawn cutting. The remaining properties were historically residential. Numerous commercial / industrial properties have been located within close proximity to the Subject Property in the 1900s including junk and storage yards, a coal and wood yard (adjacent to the west between 1911 and 1953), a used automotive sales shop (adjacent to the west between 1968 and 1971), a Blue Ribbon Dairy production building (adjacent to the west between 1951 and 1971), a Brown Automobile manufacturing plant (in close proximity to the south between 1951 and 1990), and automotive renting, taxi, and hearse services (part of the Subject Property between 1930 and 1949). Between 1972 and 2017, many residential and commercial buildings were demolished in the surrounding area and as well as the remaining vacant residences on the Subject Property. The surrounding former buildings were demolished, which included the Blue Ribbon Dairy production building, and the machine shops. In 1973, a community center was constructed to the north and in 2017, a grocery store was constructed to the south. One building remains on the Subject Property at 248-250 Lincoln Avenue and the remaining parcels are vacant as are many of the adjacent parcels.
