The site is registered with ODEQ's VCP program and all available information about the site's condition is made available. Semiannual inspections and maintenance activities of the cap are carried out and documented and provided to the City of Portland and Oregon DEQ. The results of inspections and maintenance activities that require breaching or otherwise damaging the temporary protective cap are required to be reported and described in reports submitted to DEQ no later than 30 days after. The reports must include a description of and photographs showing the condition of the temporary protective cap, inspection and maintenance forms, and a description of any modifications to the temporary protective cap.

Additional Property Attributes

Formerly part of the much larger Union Station Parcel A site, which has over 100 years of history as a rail yard and switching station and leading to extensive site contamination. By 1996 the site was no longer in use and was sold to the City of Portland. The City entered a letter agreement with Oregon Dept. of Environmental Quality in 1996 as a part of the Voluntary Cleanup Program. A Remedial Investigation was completed in October 1996, and identified elevated PAHs, lead, and arsenic in shallow and deeper soil, with concentrations in shallow soil (only) exceeding risk-based concentrations. Groundwater is not significantly impacted. In December 1997 a Risk Assessment and Feasibility Study were completed. After a public comment period in March 1998, the Record of Decision was finalized in August 1998. The larger Parcel A sit was dived into smaller lots. This site, lot 2, was sold to Madrona Park, LLC in 2000 but remained vacant. In 2022, the City of Portland leased the site to explore the feasibility of creating a temporary outdoor shelter space and resource access point for Portlanders experiencing houslessness through the City's Safe Rest Villages (SRV) program. Environmental site assessment work was conducted under this Cooperative Agreement to aide in that process. The assessment work was put on hold at the site while the City re-evaluates its strategy with the Safe Rest Villages program.
