Additional Property Attributes

The site consists of approximately 1.16-acres of land located between NW 3rd Street and NW 2nd Street in Ocala, Marion County, Florida. The site consists of a paved parking lot and is further identified by Marion County Property Appraiser Parcel No. 2854-042-000.Historical sources reviewed as part of this assessment indicate the site was developed with residential dwellings in the early 1890s. The site was redeveloped to support a used car lot in the mid-1940s and operated as such until the mid-1970s when the site was redeveloped with a commercial building. The site was redeveloped with the current parking lot operations in the early 2000s and no significant changes have occurred to the site since that time.

This up-gradient facility is adjacent to the site to the east, across North Magnolia Avenue, and is listed on the UST, STCS, LST and DWM CONTAM databases. This facility previously operated as a Gulf filling station from the 1950s until the USTs were removed in 1974. The property previously supported two 1,000-gallon USTs that contained leaded gasoline. The facility was enrolled in the Abandoned Tanks and Restoration Program in March 1991, after soil sampling confirmed contamination on the property. Two Template Site Assessment Reports (TSARs) were completed in July 2004 and July 2005, which indicated soil and groundwater contamination surrounding the former UST tank pit area. Based on the soil and groundwater sampling results, a source removal was recommended. A Limited Scope Remedial Action Plan (LSRAP) was proposed, which included the installation of 17 injection wells and periodic injection of the chemical oxidation agent, RegenOx. The LSRAP was approved in October 2006 and a pilot test using one injection well was conducted in March 2007. The groundwater sampling results following the injection showed no reduction in contaminants. A Natural Attenuation Post Remediation Monitoring Report was submitted in May 2007, which described the installation of 17 injection wells and one RegenOx injection event. A Post Remediation Monitoring Report was prepared in September 2007 and concluded that no significant decrease in contaminant levels were observed in the groundwater samples. One additional injection event was conducted in June 2008, which did not show any effect on the groundwater contaminant concentrations. Quarterly groundwater sampling was conducted August 2009 through May 2013. The conclusion of the Post Remediation Monitoring Report was that the groundwater contamination concentration had not attenuated and it was recommended to continue quarterly natural attenuation monitoring and explore additional remediation options. No remediation activities were conducted from September 2013 through October 2018 due to lack of funding. A third TSAR was submitted in November 2018, which reported no soil contamination was reported above the water table (approximately 2 to 7 feet bgs). Groundwater contamination was observed in three shallow monitoring wells. In February 2020, a Remedial Action Interim Report was submitted to the Florida Department of Environmental Protection (FDEP), which summarized the installation of five additional shallow groundwater monitoring wells. These wells were sampled for benzene, toluene, ethylbenzene and xylene (BTEX), methyl tert-butyl ether (MTBE), polycyclic aromatic hydrocarbons (PAHs) and total recoverable petroleum hydrocarbons (TRPH). The analytical groundwater results indicated that the groundwater contaminant plume was delineated to the north, east and south, but not offsite to the west, in the North Magnolia Avenue right-of way. Three additional monitoring wells were installed along the eastern edge of North Magnolia Avenue in January 2021 and the analytical results indicated that the shallow groundwater plume was not delineated to the southwest and appeared to extend beyond the edge of North Magnolia Avenue.
