Additional Property Attributes

The approximately 0.5-acre subject property consists of three parcels not currently occupied by any structures. Historically, the property operated as a grocery store and post office. The structures were demolished and buried on site. The proposed future use of the site is for a fitness center. This Phase I ESA report findings include the following RECs and VEC in connection with the subject property:
* The subject property has historically operated as a grocery store and post office. The structures were demolished and buried onsite. The demolished buildings could potentially contain leadbased
paint (LBP), asbestos containing material (ACM), or metals. In addition, it is unknow, what if any potentially hazardous materials were buried with the buildings. The presence of the buried
buildings pose a REC to the subject property.
* Bobs Exxon located at 101 N Main Street, 0.044 mile east of the subject property, is a leaking underground storage tank (LUST) site. The date of the release is January 14, 1999. This release is
not yet resolved and is still being monitored by Montana Department of Environmental Quality 103X903520F0082230304 ES-2 (MDEQ) (MDEQ 2023) Given the proximity of the facility to the subject property and it's unresolved status, the facility poses a REC and VEC to the subject property.
* The Geraldine Airport facility is 0.46 mile south and hydrologically up gradient of the subject property. The facility is listed on the delisted list of comprehensive environmental cleanup and responsibility act (CECRA) sites, (DEL SHWS), and the remediation response sites database (REM RPROGRAM) database. The facility is a 64-acre pesticide aerial applicator facility that has operated since the 1950s and has been previously assessed by the Department of Agriculture (DOA). Pesticide contamination is associated with the facility, and it is not documented as being resolved. This facility poses a REC to the subject property based on its status as not resolved and its location hydrologically upgradient of the subject property. This Phase I

ESA report findings include the following BER in connection with the subject property:
* Buried debris in the foundation footprint on the subject property may contain wastes such as asbestos that may require characterization and disposal. In addition, the materials may not have been compacted into the foundation, which may cause subsidence in the future. The risk of subsidence may be an issue to future development plans.

The Phase II findings were as follows:
As the planned reuse of the subject property involves disturbance of subsurface soils and buried materials to construct a new fitness and recreation center, START recommends the following actions prior to commencement of any construction activities:
* Removal of all buried debris from historic buildings (including ACM, non-ACM burned debris, and concrete footings and pads),
* Segregation of all ACM (both previously identified and suspect materials observed during removal) under the supervision of a certified asbestos professional,
* Disposal of all excavated materials in appropriate landfill facilities, and
* Backfill of excavation/buried materials removal areas with engineered fill suitable for compaction.

An estimate of debris quantities and order of magnitude cost estimate for removal of buried materials,
disposal at a local landfill, and backfill has been prepared and is provided in Appendix G of the Phase II Report.
