Additional Property Attributes

Based on aerial photographs, the property appear to have been used as residential since at least the 1950s, with three homes on the property. Two of the homes were demolished in 2016. The surrounding area has been developed with residential and commercial use. Vancouver Housing Authority is interested in redeveloping the property for affordable housing.
A Phase I ESA conducted in Spring 2024 identified the following recognized environmental condition: Potential Soil Vapor Impacts from Off-Property Source. A review of regulatory records identified a retail fueling facility located approximately 50 feet north and inferred upgradient of the Property. This site is listed in the Washington State Department of Ecology's (Ecology's) cleanup site database as Cleanup Site ID 9311 (KT Kanso AMPM/Arco 6008). There were one or more releases associated with the underground storage tank system at the site that were assessed and remediated to the satisfaction of Ecology in 2014. However, due to the prior history of releases, the age of the current underground storage tank system (four 10,000-gallon gasoline tanks installed in 1990), the on-going fueling operations, the time since site assessment activities, and the distance and gradient relative to the Property present a material threat of release with the potential to impact the Property.
A Phase II ESA conducted in May 2024 using leveraged funding identified volatile organic compounds in soil vapor that have the potential to create a vapor intrusion concern for structures. It is recommended this concern be addressed during future development of the Property through an engineering control (e.g., installation of a vapor barrier) to protect future building occupants at the Property from potential vapor intrusion.
