Additional Property Attributes

The Bayard Union Hall was utilized as union offices and a meeting area and social club for union members from 1948 until approximately 2014. The subject property has remained vacant since that time. The building appears to be structurally sound and the City of Bayard has plans to re-use the building as a meeting space or a Museum. A Phase II ESA has been approved and is in progress. That assessment will show whether the building has any Asbestos or lead-based paint issues and whether there is a vapor encroachment issue from a nearby leaking underground storage tank site.
The Phase II ESA was completed and a soil vapor survey was completed using Beacon samplers and all detections for BTEX were below their respective residential and industrial VISLs in all Beacon? sample locations. Both lead based paint and asbestos were found in building materials and the Village of Bayard was notified of the findings and the following recommendation was made: "Prior to demolition, the regulated building materials determined to be ACM and LBP should be removed and segregated for appropriate disposal. While removing any ACM, it is also recommended to avoid generating dust and to have a defined asbestos management plan. With LBP findings, all personnel involved in demolition of the building should be made aware of the LPB and the generation of dust should be avoided."
