Additional Property Attributes

4/25/2025 Ohio EPA: The approximately 22.45-acre property is divided into 11 parcels and is located within the city limits. The former mall and plaza sections are identified by Mahoning County parcel numbers 53-027-0-300.00-0, 53-027-0-303.00-0, 53-027-0-302.00-0, and 53-027-0-304.00-0. The former auto repair shop is represented by parcel numbers 53-27-118, 53-27-119, 53-27-120, 53-27-121, 53-27-122, 53-27-123, and 53-27-124. It is important to note that the adjacent convenience store (formerly a gas station) at the northwest corner and the small open lot at the northeast corner are not included in this property. The Phase I assessment found no Historically Recognized Environmental Conditions (HRECs), no Controlled Recognized Environmental Conditions (CRECs), and identified four Issues/Recognized Environmental Conditions (IAs/RECs) associated with the property. Historically, the site was a gravel pit from the 1920s to the 1950s. By 1960, it was filled and graded, leading to the construction of a shopping center. Dry cleaning and auto repair activities took place on the site from the 1960s to the 1990s, but the shopping center declined in the 1990s and was ultimately demolished in 2013. The Fall 2023 VAP Phase II assessment revealed that levels of lead and arsenic exceed the DCSS restricted residential VAP standards at IA-2 (former machine shops, oil house) and IA-4 (former auto repair in the southwest portion of the property). Additionally, volatile organic compounds (VOCs) in soil vapor exceed the acceptable levels for vapor intrusion risks to indoor air for residential use at IA-3 (the former dry-cleaning area). However, groundwater quality meets the Unrestricted Property Use Standards (UPUS) under VAP. The site is being planned to accommodate a variety of end uses, including various commercial activities, daycare or preschool facilities, and housing based on a slab-on-grade foundation.

Fall 2024 - ODOD awarded The McGuffey Mall project $560,962 for Cleanup/Remediation. Project description: The project involves the cleanup and remediation of a historic shopping center site on Youngstown's East Side. Originally built in 1954 and transformed into an indoor mall in 1972, the property has been vacant and blighted, suffering from environmental contaminants such as asbestos-containing materials and other hazardous substances. This redevelopment initiative will include the demolition of existing structures, removal of contaminants, and preparation of the site for future development. The Western Reserve Port Authority has acquired the property and plans to market it for new development under the Site Ohio program. This may also enhance site accessibility with a proposed extension of U.S. Highway 62. The redevelopment project aims to create nine new jobs and retain 75 existing positions, contributing to the revitalization of the East Side.
