Additional Property Attributes

The site was first developed in 1870 as the Sutherland Falls Marble Company. Marble processing occurred at the Site since initial development under the ownership of several entities including the Vermont Marble Company from 1880 to 1992 when the Vermont Marble Company merged with OMYA, Inc. OMYA, Inc. sold the Site to Martin Hemm in 2011 and it was purchased by The Zion Corporation on October 28, 2022. A Phase I Environmental Site Assessment completed by Stone Environmental Inc. on August 25, 2022 identified 7 Recognized Environmental Conditions at the site, including a presence of cabinets containing oil-filled electrical equipment, a presence of drums throughout the site, a presence of discarded electrical transformers, past documented exceedances of Vermont Non-Residential Soil Standards for PAHs, chromium, and TPH in soil, past documented exceedances of Vermont Groundwater Enforcement Standards for several metals in groundwater, and past documented exceedances of Vermont Non-Residential Soil Standards for naphthalene, PAHs, and lead within various drains on the site. Zion Growers plans on redeveloping the property into an industrial hemp processing facility, which aligns with the economic development goals outlined in the 2020 Proctor Municipal Plan. On page 50 of this plan, it states "Proctor's tax rate is the highest in the county and places a considerable burden on residents," and "public feedback has shown support for the town to augment economic development by encouraging small commercial and light industrial uses to reduce the tax burden." Further, the 2020 Proctor Municipal Plan elaborates that "residents . overwhelmingly desire the Planning Commission to place economic development as the highest priority." The creation of an industrial hemp processing facility by Zion Growers would increase employment, as well as diversify Proctor's economic portfolio. The Zion Growers project is specifically cited on page 51 of the 2020 Proctor Municipal Plan as a means of achieving the community's economic development plans.
