Additional Property Attributes

The target property includes 13 parcels located in the Midtown District of Missoula. Seven parcels are owned by the Beach family and six parcels are owned by the Southgate Mall Associates. The site is bounded by the Montana Rail Link railway to the west, the Southgate Mall complex to the north and residential homes, small business and vacant properties to the east and south on Dixon Avenue and Schilling Street/Ernest Avenue. The target property is currently vacant and undeveloped. Past uses include a sawmill that was active in the early 1960s through 1976. In 1983, commercial development of the Missoula Midtown District included the completion of the Southgate Mall and the Bob Ward's Sports and Outdoors store north and adjacent to the target property. Satellite imagery suggests large quantities of fill was dumped and removed from the parcels. Between 1983 and 1990, multiple commercial structures were established and then removed, returning the site to its natural vegetative state. From 2016 to present, imagery indicates the area has been used as a municipal maintenance yard. Piles of miscellaneous soil, asphalt and disturbed ground are shown in the photographs and were observed during a recent site visit. In the southwest corner of the site, multiple Conex containers and trailers were parked at the residential property since 1990. Surface cover on the target property is grass, weeds, shrubs and trees. Much of the central and northeastern area contains construction debris such as asphalt, concrete and rebar. Domestic waste, such as food/drink containers and clothing, dispersed throughout the site was also observed. Two possible PCB-containing electrical transformers were identified in the central and west areas of the target property; however, the presence of PCB-containing oil in the transformers was not confirmed during the site visit. A Burlington Northern train derailed in 1985; however, the specific location of the derailment and specific information about the spill contents were not located. Since the Derailment Site was closed in 1985, it is not considered a REC. The Phase I ESA did identify a REC: subsurface compressible wood fill in the eastern extent of the site has potential for methane concentration. The Phase II shallow surface soil investigation, subsurface soil investigation, test pits and boreholes did not reveal that further action is warranted - based on MDEQ and EPA soil screening levels pertaining to soil and groundwater. The observed wood waste in the suspected former gravel pit area may present a geotechnical risk and should be considered in future redevelopment plans. Although no methane was detected in the soil vapor probes, conducting an additional sampling round during varying conditions may be warranted to provide more certainty that methane is not present at a level that could present a safety risk in the future.
