Additional Property Attributes

PPM Consultants, Inc. (PPM) was retained by the City of Ocala to conduct a Phase I
Environmental Site Assessment (ESA) of the 2330 Northeast 8th Road Property (the
subject property) located at 2330 Northeast 8th Road in Ocala, Florida. The purpose of this
assessment was to identify recognized environmental conditions (RECs) in connection
with the subject property by means of interviews, review of record information, and site
reconnaissance. The environmental assessment was conducted in conformance with the
scope of ASTM International Standard Practice E 1527-21.
PPM conducted the site reconnaissance on March 27, 2024. The subject property is a 1.41-
acre irregularly shaped lot in the northeastern area of the City of Ocala. It is situated at the
intersection of Northeast (NE) 8th Road, NE 24th Street, and NE Jacksonville Road and is
currently vacant. There are no structures remaining, however, there was an auto repair shop
in operation on the subject property from approximately 1975 to approximately 2000.
There is also evidence of a filling station located on the subject property for some time
during that period, which utilized two gasoline underground storage tanks (UST) that were
removed in 1991.
The area surrounding the subject property has largely been mixed-use commercial and
residential properties since 1957. Several filling stations have historically been in operation
on the adjoining properties to the north and northeast, and an auto repair garage has been
present on the north adjoining property since at least 1980. Currently, there are no retail
petroleum stations on any of the adjoining properties, however the auto garage to the north
is still in operation.
This assessment has revealed the following RECs, controlled recognized environmental
conditions (CREC), and/or significant data gaps (SDG) in connection with the subject
property:
* Terry's Brake-O of Ocala Auto Repair. This facility appears to have been on the
subject property and is listed in City Directories from 1975 to 2000 at the address
2347 NE Jacksonville Road. This establishment appears to have also been a filling
station for some time between 1975 and 1991, when a closure assessment was
performed on the site. According to this assessment, there were five soil borings
performed and tested around the area where the two USTs and the dispenser island
had been located. The fuel system had been out of service for some time before this
assessment was completed, and it is unclear how long the property was in use as a filling station. There were no results for the soil testing available; however, no
cleanup of the site was recommended, and the site does not have any open
violations at the time of this report. However, the subject property continued to be
used as an auto repair shop for some time after this assessment was completed, and
it is unclear which contaminants the assessment tested for. Auto repair shops
typically use various petroleum products such as solvents, degreasers, oils, and
fuels in their daily operations. Additionally, many of these establishments have
equipment such as hydraulic lifts, which can leak fluids and cause impacts to the
soil and groundwater. Because this facility was in operation for a long period of
time, including an extended period before modern regulations regarding the use,
storage, and disposal of petroleum products were established, the possible presence
of a former auto repair shop and a filling station on the subject property is
considered a REC.
* Peach Tree Thrift Shop. Adjoining to the northeast, east of NE 8th Road.
According to the ERIS report, this site is located to the east of NE 8th Road and
adjoins the subject property. The site has been used for various commercial
businesses, and there is a dry-cleaning facility listed near the address of the site in
the 1970 City Directories that could have been on the same property. According to
