Additional Property Attributes

According to historical information, prior to 1936 the subject property was undeveloped forested land. A residence was constructed in 1939 and a storage shed was built in 1941. The property was used as residence from 1939 - 2012. TriMet acquired the property in 2012 to be utilized as construction staging for the MAX Orange Line construction.

TRIMET conducted the following studies and actions related to their purchase of the property in 2012:

Phase 1 Environmental Assessment (May 11, 2011). Phase 1 determined a Recognized Environmental Condition and recommended a Phase 2. The Recognized Environmental Condition is a 650-gallon heating oil underground storage tank and an unidentified pipe is the vicinity of the underground storage tank. Also noted that materials used in construction may contain asbestos.

Heating Oil Tank, Location with Geophysical Survey (June 16, 2011). A heating oil tank was identify in the driveway of the residence, corresponding to 675-gallon capacity heating oil tank. Pipe was determined to not relate to the identified heating oil tank. Recommendation of soil sampling and analysis be performed each end of the underground storage tank to document the presence or absence of contamination. Recommendation that if not in use the underground storage tank should be decommissioned.

Heating Oil Tank Investigation Report (August 4, 2011). Soil boring were installed and soil samples were analyzed. The investigation did not identify evidence of a release from the heating oil tank and future investigation to the heating oil tank did not appear warranted at that time. If the heating oil tank is no longer to be used, then it was recommended that it be decommissioned by a licensed heating oil tank service provider.

Asbestos, Limited Lead-Containing Paint, Universal Waste, Mercury & PCB Inspection, Purpose: Pre-Demolition (January 19, 2012). Results of the inspection has determined that lead-based (LBP) was identified on the building that is equal to or above the concentration of 1.0 mg/cm2. Lead-containing paint (LCP) below the 1.0 mg/cm concentration was also identified in several components. Results of the inspection indicate that universal waste, mercury and suspect PCBs were present at the site.

Documentation of completed removal and proper disposal of asbestos containing materials from 12302 SE 26th (August 23, 2012). IRS Environmental completed removal and proper disposal of asbestos containing materials from the above referenced locations On August 14, 2012. Materials removed included siding panels, vinyl, duct tape and floortile.

City of Milwaukie is looking to purchase the site and include it with adjacent properties for an affordable housing project.
