Additional Property Attributes

2/5/2025: The Subject Property at 2728 West Third Street, Dayton, Ohio, consists of a one-story commercial building constructed in 1930, with expansions made between 1959 and 1966, covering approximately 12,000 square feet. The property also includes a 3,400-square-foot asphalt parking lot built in 1950 and a chain-link fence along the eastern side. The surrounding area is primarily residential, with some commercial properties to the west and an industrial area to the south. The property has a varied history of use, initially serving residential purposes until 1930, after which it was developed into a commercial structure that functioned as a food product warehouse and automotive garage. From 1958 to 1978, it operated as a dry-cleaning business, followed by use as a pharmacy, medical practice, and adult day care facility until around 2010.

The Phase I Environmental Site Assessment (ESA), conducted by Burgess & Niple, Inc. (B&N) in June 2024, revealed three recognized environmental conditions (RECs) associated with the property. The first REC is related to the property's use as an auto service station from approximately 1930 to 1955, including a gasoline tank in the northwestern corner. The second REC pertains to its operation as a dry-cleaning business from 1955 to 1978, which involved the use of hazardous materials and petroleum products. The third REC involves environmental impacts potentially migrating from nearby industrial properties, such as the former Home Avenue Facility, located 300 feet to the south. The surrounding properties have documented uses of hazardous materials and petroleum products, which could impact the Subject Property.

In January 2025, Partners completed a Phase II Environmental Site Assessment (ESA) and a geophysical survey, including soil, groundwater, and sub-slab vapor testing, as well as a Ground Penetrating Radar (GPR) survey and an Asbestos-Containing Materials (ACM) survey. The Phase II investigation found no contamination exceeding applicable standards for VOCs, PAHs, or metals in the soil, groundwater, or sub-slab vapor, indicating no further investigation is required. The GPR survey detected underground utilities, but no further action is needed unless materials of concern are discovered during redevelopment. The ACM survey identified asbestos in the black mastic under the floor tiles, which should be removed before demolition. Other materials, such as roofing and steel fire-rated doors, were presumed non-friable and do not require removal unless they become friable. If demolition or abatement occurs, proper asbestos abatement procedures and Ohio EPA notifications must be followed.
