This property is part of the Missoula White Pine Sash Facility, a Montana CECRA State Superfund Site. The 2015 Montana DEQ Record of Decision (ROD) for the site includes activity and use limitations for the site. Per the ROD, restrictive covenants were recorded on 8/14/2020 for the subject property (Parcel 17A West) which prohibits well installation and residential development. Additionally, the ROD indicated that the subject property be restricted for a short time to allow for treatment of soils in a land treatment unit.

Additional Property Attributes

Originally part of the White Pine Sash Company, the subject property (Parcel 17A West) is part of the 43-acre Missoula White Pine Sash Facility (WPSF) which is listed as a State Superfund Site under the Montana Comprehensive Environmental Cleanup and Responsibility Act (CERCA). The site was a former lumber mill and wood treating facility that operated from roughly 1920-1996. The overall site and subject property have undergone various remediation steps, and the 2015 Montana DEQ Record of Decision (ROD) for the site includes activity and use limitations. Under the ROD, the selected remedy included construction, operation, and maintenance of a land treatment unit (LTU) to treat contaminated soil on the subject property. The LTU is located on the southern half of the subject property and is being remediated by the Responsible Party (RP) under DEQ oversight. The City of Missoula acquired the subject property in 2020, and EPA completed a Phase I - ESA on behalf of the City prior to acquisition. Per the ROD, Institutional Controls were recorded on 8/14/2020 for the subject property that prohibits new well installation and residential development. In 2022, the City conducted supplemental assessment to evaluate the LTU to determine if acceleration of the decommission timeline or use of land around the LTU was feasible. Based on the review of the site characteristics and an understanding of the proposed development, the City developed a strategy to address DEQ's concerns through a detailed conceptual site model for the soil characterization and management plan. This strategy became a critical blueprint for a Sampling and Analysis Plan that was developed for the adjoining Parcel 17A East which is currently being redeveloped for residential use with DEQ permission. On 11/20/2024, DEQ approved the RP's LTU Crushing and Closure Workplan which would expedite LTU removal, possibly in 2025.
