The Regal Cleaners property is the site of a former active dry cleaner (now just a drop off . Assessments have revealed the presence of chlorinated solvents above Mississippi Target Remediation Goals, EPA's RSLs and MCLs. Additional assessment is likely necessary to delineate the extent of contamination, prior to cleanup.
The contamination impedes the reuse/resale of the property and the neighboring properties in which the groundwater plume is encroaching upon.
Multiple assessments have been performed at the site since 2020 that have shown a groundwater contamination plume originating from the historical use of the site as a fuel station, auto body shop, and dry cleaners.
Pickering Firm, Inc. completed a Phase II ESA at the site in May 2020.
Pickering Firm, Inc. also completed a Site Characterization assessment at the site in February 2021. Findings from the Site Characterization included constituents exceeding the TRGs for soils and groundwater included 1,2-dibromomethane and 1,2-dichloropropane. Exceedances in groundwater included benzene, vinyl chloride, 1,3,5-trimethylbenzene; naphthalene, trichloroethene; 1,2,4-trimethylbenzene; 1,2,3-trimethylbenzene; and tetrachloroethane.
In a letter dated July 12, 2021, the MDEQ requested that additional assessment be conducted at the site to further delineate the plume and determine if vapor intrusion is a concern at the site. Terracon completed an LSI on September 20, 2022. Concentrations of ethylbenzene, naphthalene, tetrachloroethene, trichloroethene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and vinyl chloride were detected in groundwater samples at levels exceeding their MDEQ Tier 1 TRGs. Analytical results of the near-slab soil vapor sampling indicated that concentrations of tetrachloroethene and 1,2-dichloropropane exceeded their EPA Commercial VISLs in two of the four sampling locations.
MDEQ requested another LSI be completed at the site to further assess and delineate contamination via soil, groundwater, and air monitoring. Terracon submitted a SSQAPP, dated August 10, 2023, to MDEQ for review and approval. Terracon completed the field work on November 17, 2023, and completed the report on February 16, 2024. VOC constituents were detected in soils at levels below their respective MDEQ Tier 1 TRGs. Concentrations of benzene, chloroform, cis-1,1-dichloroethene, naphthalene, n-propylbenzene, tetrachloroethene, trichloroethene, 1,2,4-trimethylbenzene, and vinyl chloride were detected in groundwater samples at levels exceeding their MDEQ Tier 1 TRGs. Analytical results of the air sampling indicated that concentrations of tetrachloroethene and/or trichloroethene exceeded their EPA Commercial VISLs within the north portion of the Regal Cleaners building and within the southeast portion of the YMCA building.
