Phase I and Phase II ESAs that consider impacts from extreme weather events and natural disastersPhase I ESAs may consider current and on-going impacts from extreme weather events and natural disasters and consider future impacts to the site or area. For example, an investigation of the site history can include an investigation of site vulnerabilities based on historical and recent extreme weather patterns and events (e.g., floods and drought). Phase II ESAs may include use of renewable energy, incorporating remote sensing capabilities, maximize reuse of existing wells (as appropriate) and/or design wells for future reuse, use of field test kits when possible, use of local laboratories when possible, and use of appropriate sized equipment for the project.

Additional Property Attributes

The subject property operated historically from the early 1940s until 2000 as a heating plant for Grissom AFB using both coal and fuels as energy sources with numerous solvents and chemicals being used on the subject property associated with industrial activities. The subject property is currently vacant and owned by the Miami County Economic Development Authority.
Environmentally significant information pertaining to the subject property found during the course of the Phase I investigation includes:
* Petroleum and chlorinated compounds remaining in the soil and groundwater can
present a vapor migration and vapor intrusion risk to current and future occupied
buildings.
* Drains, pits, and conduits on the subject property that present a concern for vapor
encroachment.
* Possible presence of LBP and ACM in debris and within the main facility building on the
subject property.
