Additional Property Attributes

Ohio EPA 4/24 Update: The property spans approximately 8.38 acres and is situated in a mixed residential and commercial/industrial area within the City of New Philadelphia. Currently, an active warehouse building occupies the northeastern portion of the property. The remaining area consists of grassy land, with remnants of concrete and asphalt parking lots, driveways, and old building foundations located on the western side. Mill Avenue SW runs north to south, bisecting the property. Historically, this property was operated as a dry cleaner from at least 1902 until 1986. The laundry and dry-cleaning operations took place on the western portion of the property (west of Mill Avenue SW), with a potential area for disposing of spent dry cleaning waste along the south-central boundary, on the eastern side of Mill Avenue SW. The City of New Philadelphia currently owns the property, which has a history of usage that includes a Puritan Laundry facility operating various locations from the early 1900s to the mid-1980s. Additionally, the property was formerly utilized by the Tuscarawas Ice & Cold Storage Company and the New Philadelphia Provision Company Slaughterhouse, serving as a warehouse for packaging from approximately the 1920s to the 1990s. Currently, the site is developed with a vacant car wash and smaller concrete structures. Investigations conducted by the Ohio EPA have identified a plume of volatile organic compound (VOC) contamination migrating from the site toward the city's potable water well system. A 2024 Phase II investigation determined that the soil meets residential Voluntary Action Program (VAP) standards. However, the groundwater exceeds unrestricted potable use standards (UPUS) for perchloroethylene (PCE). Contaminants in the groundwater have migrated off the property for at least 1,000 feet to the southeast. Additionally, soil vapor levels exceed goals both on and off the property due to the presence of PCE and trichloroethylene (TCE) in the vapor samples.
