Additional Property Attributes

Located at Bob Cene Way, parcels 38-001-0-003.00-0 and 38-001-0-003.03-0 were previously a coke plant (Youngstown Sheet & Tube) for which the site has a CNS. All other parcels are vacant and historical use is unknown (38-001-0-003.02-0, 38-001-0-003.01-0, 38-001-0-003.00-0, 38-001-0-003.03-0, 46-006-0-156.01-0, 46-005-0-007.00-0, 46-005-0-004.00-0, 46-004-0-166.00-0. The soil sample results meet VAP generic numerical direct contact standards at all sample locations on the former YS&T Coke Plant Property that has received a CNS except for TPH at B-105 (4,600 mg/kg at 20-24 ft.) and B-108 (3,700 mg/kg at 18-20 ft.). It should be noted that the depths of this TPH-impacted soil are well below the 2.0-foot point of compliance for C/I direct contact. In addition, the site is governed by a Risk Mitigation Plan so the C/E direct-contact standard is also met with respect to these elevated TPH concentrations. Soil sample SS-7, located in the boat launch area adjacent to the former YS&T Coke Plant VAP property, contained benzo(a)pyrene (2.8 mg/kg at 0-2 ft.). Although the boat launch is not within VAP property boundaries, if it were, the current recreational land use would require meeting the VAP residential direct contact standard of 2.3 mg/kg for benzo(a)pyrene within the two-foot point of compliance. The benzene concentrations found in the ground water in TW-105 (2,200 ?g/L) and TW-110 (12 ?g/L) suggest a subsurface source of benzene located in this portion of the site. Based on the surface water results obtained to date, the benzene impact on the surface water does not exceed applicable surface water standards (i.e., Aquatic Life - Outer Mixing Zone Average [OMZA]).
